Richard C. Pierce is the Founder and President Emeritus of Housing Management Resources, Inc., a nationwide property management company specializing in affordable housing. With more than 30 years of experience in property development, asset management, financing, permitting, and regulatory compliance, he brings extensive leadership in the creation and long-term stewardship of affordable housing communities across the country.
Prior to founding Housing Management Resources, Mr. Pierce served as Senior Asset Manager and Counsel to Silver Street Development Corporation, supporting Low Income Housing Tax Credit (LIHTC) properties and complex development initiatives. His expertise spans development strategy, financing structures, investor and lender relations, and long-term asset preservation — reflecting a comprehensive understanding of affordable housing from concept through sustained operations.
Mr. Pierce fosters and maintains strong relationships with property owners, investors, lenders, and regulators, recognizing that collaborative partnerships are essential to preserving affordability at scale. He has served on the Boards of the Institute for Responsible Housing Preservation and the National Leased Housing Association and is a member of the National Housing & Rehabilitation Association. He also serves on the Board of Acadia Housing, Inc., a nonprofit provider of affordable housing supported by the Rural Development Program.
